The answer is NO.
The majority of plastic four wheelers for kids comes with plastic wheels. However, there is models on the market with rubbered bands around the wheels to give it better grip on certain surfaces.
If your four wheeler is not fitted with rubbered wheels, the only thing you can possibly do is to make kind of a rubber band by yourself.
You can use old bike inner tube for that. Make sure to have measured it before fitting.
